Driving a light motorcycle with a category B licence : What consequences could arise if it were introduced in Sweden? (English)
Abstract [sv]

Abstract [en]

The purpose of this study was to examine the potential consequences of allowing the riding of light motorcycles with a category B driving licence in Sweden. This is permitted under the EU Driving Licence Directive (2006/126/EC) and is currently allowed in 15 EU countries. In Sweden, a category A1 licence is required to ride a light motorcycle, which can be obtained from the age of 16.

The study includes a survey of the EU countries that currently allow the riding of light motorcycles with category B licences, as well as a limited literature review. The current situation in Sweden regarding licence holding, registered vehicles, and crashes, is also described.

The results show that light motorcycles are uncommon in Sweden, both overall and compared to heavy motorcycles. It is also uncommon for young people to obtain an A1 licence. Instead, the AM licence dominates; this can be obtained from the age of 15 and applies to mopeds and A-tractors.

An evaluation from Germany, where riding light motorcycles with category B licences has been allowed since 2020, shows that the number of light motorcycle riders involved in injury crashes increased by 6 percent between 2019 and 2022. The number of riders/drivers involved in crashes on heavy motorcycles or in passenger cars decreased by 7 and 13 percent respectively during the same period, although this decline had already begun before 2019.

In summary, it is very difficult to assess the consequences of a regulatory change that would allow light motorcycles to be ridden with a category B licence. However, the most likely outcome is an increase in the number of injured road users, alongside improved accessibility for those who choose to ride light motorcycles. Regarding emissions, it is more uncertain whether the impact would be positive or negative.
