Abstract [sv]

Denna rapport presenterar resultat från en delstudie av hur innovation uppfattas och arbetas med i de företag som lägger anbud på att bedriva kollektivtrafik. För det första tas riskhantering upp som en viktig komponent kopplat till möjligheten att främja innovation. I relation till efterfrågestyrd kollektivtrafik kommer även behovet av samverkan upp och svårigheten med att få fungerande partnerskap. På ett flertal ställen i intervjumaterialet nämns det att det finns osäkerhet kring vilket problem det är man vill lösa med innovationer, och att detta utgör en barriär. Avsaknad av problembild gör att innovationsinitativ saknas. Enligt vårt ramverk, som består av ’upphandling som konkurrens’, ’upphandling som incitament’ och ’upphandling som legitimering’ ser vi att resonemangen som kretsar kring avtalens utformning speglar tanken att upphandling ytterst handlar om konkurrens. Sammantaget är bilden som framkommer ganska tydlig. Enligt trafikföretagens representanter är det kollektivtrafikmyndigheterna som upphandlar trafik som måste vara nytänkande och våga upphandla nya tjänster eller lösningar. Samtidigt finns en viss skepsis mot alltför snäva kravställningar, då detta styr utvecklingen i allt för stor utsträckning. Slående är hur sällsynt det är med konkreta idéer om hur innovationer i kollektivtrafiken skulle kunna främjas.

Abstract [en]

The role and agency of the public is often a minor consideration for researchers, authorities, and other experts evaluating policy goals, strategies, and instruments within the transport sector. This book, Public Participation in Transport in Times of Change, analyses and discusses different forms of participation, challenges, and lessons to be learned across the field.

Chapters discuss various forms of public participation in connection to sustainable mobility, transport planning, policy packaging, health, infrastructure, and active travel, creating a comprehensive analysis relevant for both practitioners and researchers who operate within the transport field.

Abstract [en]

The governance of public transport is experiencing growing interest as a field of research. Collaboration, contracts, ownership are among the concepts applied in the literature. Outside the specific field of public transport, the term meta-governance and meta-governors - referring to actors and activities that aim to govern and guide a network - has gained increased attention. The point of departure for this article is to study if and to what extent the concept of meta-governance can contribute additional insight to the study of public transport governance, if signs of meta-governance in public transport can be observed in two cases included in the study, and finally, what the nature is of the networks within which it takes place. The cases are the Copenhagen Region, Denmark, and the West Midlands Region, England. In both cases there are signs of meta-governance. It is not clear whether it has increased in scale or level of activity over recent years, but it is likely to increase in the future. The core meta-governor identified in both cases is the passenger transport authority, although in the Danish case there are more actors of almost similar significance and governing capability. We conclude that the meta-governance concept adds to other concepts used in analyses of public transport governance by including more instruments of governance, bringing to the fore the need of a core, nodal actor, and by stressing furthermore the autonomy but also interdependence of other actors in the network.

Abstract [en]

Public participation is sometimes suggested as a way to establish legitimacy for contentious policies needed to realise a transformation in the transport sector to meet sustainability and climate goals. In this chapter, we first aim to summarise and draw conclusions from each part of the book, not least in relation to the transformative potential of public participation in the sector. The chapter also suggests recommendations for further research in the field. Important topics discussed are the diversity of public participation in transport; limits to participation; the specifics of participation in the field of transport; and the issue of consensus and dissensus. As regards transformation of the sector, public participation is considered a prerequisite, but the book also includes several cases where public participation does not seem to possess a transformational potential. We suggest representative, deliberative forms of participation as a possible solution to overcome dilemmas of representativeness, (lack of) knowledge, and the participation burden. We conclude that public participation is not easy, it has to be prepared and designed carefully to avoid unexpected consequences, and there is currently a need for more experiments and pilot projects on public participation in the field of transport.

Abstract [en]

A general global wave of public participation is occurring. Students and researchers as well as civil servants, policy-makers, and NGO representatives are encouraged to study, propose, and engage in public participation. New innovative forms of participation are suggested, and experiments in participation are ongoing locally and nationally. Within the transport sector, most studies of participation focus on road infrastructure and other land use changes. However, for other areas within transport, studies are limited and fragmented. Based on this, we see a need for a volume on public participation in transport, aimed at practitioners, students, and researchers, in what are unarguably times of change. The overall aim of the volume is to provide examples of different forms of public participation in transport, which can work as a setting for further analyses and discussions of public participation in transport. Drawing on different cases, eight empirical chapters are presented covering three main themes: grass-roots participation initiatives, participation in unconventional areas, and public participation that throws up unexpected results. In this introductory chapter, we set the scene for later discussions and analyses of public participation in transport. This chapter also provides an overview of the structure and content of the volume.

Abstract [sv]

Vad teknologisk förändring innebär är inte entydigt, men vi har beskrivit några olika sätt att se på teknologisk förändring utifrån olika perspektiv. Vi har också beskrivit olika syn på innovation. När det gäller att främja och uppmuntra innovation måste också hänsyn tas till att det innebär risk och osäkerhet. Det kommer därför att bli alltmer viktigt att finna former för att hantera detta och en förutsättning för att gynna innovation. Nuvarande forskning om innovationer och offentlig upphandling är ofta grundad i ekonomisk teori och i det relativt nyetablerade forskningsområdet innovation studies. Därför ligger mycket fokus på hur upphandling kan utvecklas för att främja innovationer. Forskningen lyfter då fram lyckade exempel (best practice) och vilka lärdomar som kan dras från dessa. En uppdelning som fått mycket genomslag är den mellan traditionell upphandling och funktionsupphandling. Medan traditionell upphandlingen beskriv som detaljstyrd och inte bra för att främja innovation, är funktionsupphandling byggt på idén att upphandlingen ska upphandla en funktion, sen får anbudsgivarna avgöra själva hur denna funktion ska utföras. Detta antas gynna innovationsarbetet i offentlig upphandling. Saknas gör forskning som bygger på hur organisationer och enskilda branscher faktiskt jobbar med innovationer inom ramen för offentlig upphandling och offentliga marknader. Det valda teoretiska ramverket som presenterats i denna litteraturöversikt är den performativa skolan och market studies. Det är en teoribildning som utvecklats i mötet mellan teknik och vetenskapsstudier (science and technology studies. STS) och ekonomisk sociologi, och som präglas av en heterogen konstruktivism som särskiljer den både från nationalekonomiska och socialkonstruktivistiska perspektiv på marknader. Med hjälp av begrepp som inramning, kvalificering, kalkylering, verktyg och översättning avser vi använda teorin för att förstå både vad som begränsar och möjliggör innovation i upphandling av offentligt finansierad kollektivtrafik. Köpet av denna tjänst, liksom den konkurrensutsättning som den offentliga upphandlingen iscensätter, betraktar vi som ett exempel på en offentlig marknad (jfr. eng. concerned market). I likhet med Frankel et al. kan upphandlingen och avtalsförvaltningen betraktas som ett slags policyinstrument som ytterst syftar till att uppfylla de övergripande politiska målen för kollektivtrafiken. Av särskilt intresse är de konkreta praktiker och konfigurationer som äger rum när exempelvis övergripande mål och strategier översätts till mer konkreta kriterier i en upphandling, eller när lagstadgade principer om likabehandling och öppenhet ger avtryck i förutsättningarna i förfrågningsunderlaget, eller när politisk vilja eller erfarenheter från tidigare kontrakt leder till en förändring av ersättningsmodellen. Hur försvårar eller gynnas möjligheten till innovation genom dessa praktiker?

Abstract [en]

Purpose - The purpose of this paper is to illustrate how accountability is expressed in contractual arrangements found in network governance structures that provide public transport services and to raise discussion of how to understand contracting accountability in network governance contexts. Design/methodology/approach - The paper is rooted in two research traditions: contracting studies and studies of accountability in government/governance contexts. Content analysis is used in examining contracts from two cases. These contracts are of five types: contracts between public organizations, contracts within a public organization, contracts between public organizations and private firms, and contracts between political parties within a municipality and contracts within a network. Various contracting approaches are identified within these types. Findings - The paper concludes that the contractsà functions differ between the cases. The first case did not have an overall contract that defined the network, relying on different two-party contracts instead. In the other case, an incentive-based contract was used to link the organizations. From an accountability perspective, the latter contracting structure clarifies the roles and responsibilities of the actors and increases the possibility of accountability to citizens. Originality/value - The paper brings new insights to the field of contracting and accountability by focusing on the role of contracts in network governance structures, taking account of various accountability relationships. It also contributes new theoretical categories usable when analysing contracting accountability in a network context.

Commercial vehicle fleets are in many ways an attractive entry for electric vehicles into the transport system. In total, 174 electric vehicles have operated in commercial vehicle fleets and gathered socio-technical data over a period of 18. months, resulting in 302,000 all electric kilometres. This paper presents two perspectives regarding electric vehicle operations in commercial vehicle fleets - the functionality perspective, illustrated by the vehicle actions, and the user perspective that addresses the implementation of the task. The socio-technical analysis has resulted in four major findings. With time, the overall usage and the driving distance between charging occasions increase. It is not the passage of time that has influenced this behaviour but it may be explained as the result of accumulated experience. Swedish winter conditions show regression in usage, foremost due to users not familiar with the range reduction caused by the heating system. The need for public charging has been shown to be modest, which in an introductory phase with limited development of charging infrastructure, makes commercial vehicle fleets favourable to electrify over private vehicle fleets. According to deployment strategy, the different user groups' ability to incorporate the electric vehicles in their daily activities has been explored and this paper shows large potential for substituting traditional internal combustion engine vehicles within commercial vehicle fleets. Electric vehicles have been made available through a technology procurement scheme and have generated both kilometres and experience, which has come to increase the understanding of the usage of electric vehicles in commercial vehicle fleets.

Det finns regler och föreskrifter som reglerar hur säkerhet och arbetsmiljö ska beaktas vid väg- och spårarbeten, men trots detta inträffar årligen ett antal olyckor och mer eller mindre allvarliga incidenter. För att få en bild av hur säkerhets- och arbetsmiljörelaterade frågor hanteras vid upphandling, planering och genomförande av underhållsverksamheten av vägar och järnvägar har ett begränsat antal intervjuer med relevanta aktörer genomförts. Intervjuerna genomfördes med upphandlare och projektledare på Trafikverket, entreprenörer samt fackliga representanter hos fackförbundet SEKO. På vägsidan intervjuades även trafikingenjörer hos Trafikverket. Med hjälp av intervjuerna kunde ett antal problemområden identifieras, varav några var:

  • Bristande spridning av information om nya regelverk till alla berörda i alla led
  • Otydliga rutiner för egenkontroller, rapportering, åtgärder vid konstaterade brister, uppföljning och återkoppling.
  • Bristfälliga rutiner för rapportering av olyckor och incidenter samt för åtgärder, uppföljning och återkoppling i samband med dessa
  • Trafikverket ställer numera kompetenskrav istället för utbildningskrav, vilket gör det mer komplicerat att kontrollera att kraven är uppfyllda
  • Det kan vara svårt att säkerställa kompetensen hos inhyrd personal och då främst vid arbetstoppar.
Abstract [en]

There are rules and regulations that govern how working environment and safety are considered for road and railway works, but despite this a number of accidents and more or less serious incidents happens every year. To get an idea of how safety and working environment related issues are handled in the procurement, planning and implementation of maintenance activities of roads and railways a limited number of interviews with relevant actors have been performed. Purchasers and project managers at the Swedish Transport Administration (STA), as well as entrepreneurs and a union representative at the union SEKO, were interviewed for both the road and the railway side. For the road side, traffic engineers at STA were also interviewed. Based on the results from the interviews a number of problem areas could be identified, of which some are:

  • Dissemination of information about new regulations to all parties at all levels
  • Unclear procedures for self-monitoring, reporting, action on identified deficiencies, follow up and feedback
  • Inadequate procedures for reporting of accidents and incidents as well as for actions taken, follow up and feedback of these
  • The STA nowadays sets skill requirements instead of requirements on specific education/courses, making it more complicated to ensure that the requirements are met
  • It can be difficult to ensure the competence of temporary staff, mainly at work peaks.

Abstract [en]

The aim of the project has been to analyse institutional and planning conditions for public transport in the Scandinavian countries from a comparative perspective, looking at the county of Skåne (Sweden) and the municipalities of Aarhus (Denmark) and Trondheim (Norway). The report considers qualitative case studies of public transport in Skåne, Aarhus, and Trondheim, and uses an empirical material consisting of written material and interviews. It concludes that: (i) new forms of coordination between organizations and policy areas are called for in a number of critical areas, if public transport is to contribute effectively to the development of an efficient and sustainable transport system (for example, forms for the coordination of public transport, land use, and infrastructure planning); (ii) public transport must not be seen as an end in itself, or as merely a technical transport system; (iii) the successful pursuit of public-transport innovations relies upon complex, interwoven stories and arguments that persuade diverse actors and organizations to collaborate and act on their shared meanings; and (iiii) there is a need to challenge the planning myths used to mobilize support for land-use and traffic system developments that undermine the long-term competitiveness of public transport.

Abstract [sv]

Syftet med projektet har varit att analysera de institutionella och planeringsmässiga förutsättningarna för kollektivtrafiken i de Skandinaviska länderna ur ett jämförande perspektiv. Rapporten bygger på kvalitativa fallstudier av kollektivtrafiken i Skåne (Sverige), Aarhus (Danmark) och Trondheim (Norge). Den använder ett empiriskt material som består av skriftliga källor och intervjuer. I rapporten dras slutsatserna att: (i) nya former för samordning mellan organisationer och politikområden behövs på ett antal kritiska områden för att kollektivtrafiken ska kunna bidra till att utveckla ett effektivt och hållbart transportsystem (exempelvis former för samordning av kollektivtrafik, markanvändning och infrastrukturplanering); (ii) kollektivtrafik ska inte ses som ett mål i sig, eller som enbart ett tekniskt transportsystem; (iii) framgångsrikt genomförande av kollektivtrafikinnovationer förutsätter strategier och argument som förmår olika aktörer och organisationer att samarbeta och agera gemensamt; (iiii) det finns ett behov av att utmana “planeringsmyter” som kan användas för att mobilisera stöd för en utvecklingen av markanvändning och trafiksystem som minskar kollektivtrafikens långsiktiga konkurrenskraft.
