Abstract [en]

Port Community Systems (PCS) are inter-organizational information systems that can be utilized by maritime actors to manage problems and enhance maritime service quality. There are two problems exist in the current PCS literature. First, there is a lack of frameworks that characterize PCS from a supply chain management perspective. Such frameworks are relevant to better understand the implications of PCS on a supply chain level rather than a port. Second, the effects of PCS depend on the context of the supply chain in which it is deployed. Characterizing the PCS from a supply chain perspective allows for further contextualization to better understand the effects of PCS. Such contextualization is currently lacking.

The purpose is to identify structural and management dimensions that characterize PCS and analyzes their effects on maritime service quality. A multiple case-study approach is deployed. Three ports, Gävle, Gothenburg, and Umeå are selected due to their implementations of PCS. For Gävle, the data was collected using a longitudinal study from 2020-2023. The Gävle study included 20 interviews, 10 observations, and 5 archival documents.

The framework consists of three structural dimensions and four management dimensions. The structural dimensions are: the involved actors, location and spatial characteristics of the port, services and capabilities enabled by the PCS, and the level of customization of the PCS. The management dimensions are: business environment, PCS purpose, technical aspects, and performance evaluation.

Various relationships are identified and analyzed between the dimensions. The horizontal relationships between shipping companies and terminals at times lead to prioritizing some information content due to confidentiality over accepting their systems to be interoperable with the PCS. Another example is current regulation does not allow PCSs to operate as a reporting mechanism, leading to dependency on Maritime Single Window. These examples hinder effective utilization of the PCS from different actors’ perspectives. The framework enables actors to adopt PCS more effectively.

Abstract [en]

Post-adoption and continuance use of maritime digital platforms and inter-organizational information systems, such as Port Community Systems (PCS), is often overlooked in the literature. This study focuses on the benefits associated with using PCS to coordinate port calls, and the purpose is to identify and explain how different mechanisms influence the continuance use of PCS. A framework that combines Organizational Information Processing Theory, Technology Continuance Theory, and design science is applied to a longitudinal single case-study in Sweden. The data was collected using 21 interviews with port call actors, two observations and two archival documents. The findings revealed how organizational, regulatory, and labour-related mechanisms cause information quality deficiencies, undermining the satisfaction and continuance use of PCS. The study further proposes mechanisms to enhance the satisfaction and continuance use of PCS. These mechanisms are critical to achieve the economic and environmental benefits of PCS.

Abstract [sv]

Syftet med denna studie är att ge åtgärdsförslag som motverkar skevheter i sjöfarten för att stärka sjöfartens konkurrenskraft och därmed öka möjligheterna för överflyttning av gods till sjöfart. Mer specifikt besvaras följande forskningsfrågor:

  1. Vilka skevheter finns det mellan olika aktörer i sjöfartssystemet och hur påverkas aktörerna av dessa?
  2. Hur påverkar skevheterna sjöfartens konkurrenskraft?
  3. Vilka styrmedel och åtgärder kan användas för att övervinna skevheterna och skapa förutsättningar inom godstransportsystemet som främjar överflyttningen till sjötransporter?

Litteraturgenomgång och fallstudier av tre hamnar för att kartlägga skevheter i sjöfartssystemet har genomförts. Litteraturgenomgången genomfördes med syftet att öka förståelsen för faktorer som påverkar konkurrenskraften inom sjöfartssystemet samt generella åtgärder för att öka överflyttning till sjöfart. Vidare identifierades lämpliga modeller som kunde användas i analysen av fallstudierna.

I analysen av fallstudierna identifierades olika former av skevheter mellan olika aktörer inom sjöfartsystemet. Aktörer som ingick i analysen var varuägare, hamn, kommun, terminaloperatör, landtransportör, rederi, och myndighet. Att skevheterna uppstår mellan aktörer kan bero på olika bakomliggande faktorer, vilka delas in i opportunism, bristande kapacitet, ineffektiva incitament, samt affärsmodeller. Opportunism visade sig vara den mest förekommande orsakande faktorn. Studierna visar att de centrala skevheterna huvudsakligen berör: stordriftsfördelar (t.ex. stora fartyg kräver investeringar i landinfrastruktur), markanvändning (t.ex. kommuner vill använda hamnytor till strandnära bostadsområden), infrastruktur (t.ex. företag och stat har olika långa planerings- och investeringshorisonter), miljökrav (t.ex. buller och föroreningskrav kan stå mot tillväxtmål), och digitaliseringsbehov (t.ex. sekretess kontra effektivisering vid datadelning).

Överflyttning har varit en politisk viljeinriktning sedan länge. Trots detta har trafikslagsfördelningen varit relativt stabil över åren och det har varit svårt att påvisa faktisk överflyttning. Skevheter som har betydelse för sjöfartens konkurrenskraft förekommer i det svenska sjöfartssystemet. Åtgärderna som föreslås syftar till att effektivisera och förbättra förutsättningarna i sjöfartssystemet genom ett stärkt samarbete mellan olika aktörer, optimerad markanvändning både horisontellt och vertikalt, samt implementering av digitala verktyg för bättre kommunikation och effektivare godsflöden.

Abstract [en]

Sweden’s dependence on maritime transport is evident by the fact that approximately 60% of the freight to and from the country is carried by sea. Given this dependence, maintaining efficient and effective maritime and port services is critical to trade outcomes. However, maritime and port actors face operational constraints and stricter environmental requirements. Around 15% of the vessels that call Swedish ports experience a median delay of 13 hours, resulting in operational inefficiencies. Furthermore, stricter environmental measures are expected to increase the cost of shipping by 10-40%. One measure for addressing these challenges is the implementation of Just-in-Time arrival in port calls that enhances operational efficiency and reduces emissions from the sector. These benefits are obtained by coordinating the sailing speeds of the vessels with the availability of services at the port of destination. Existing research has mainly focused on estimating the potential of Just-in-Time to reduce fuel consumption and emissions from maritime transport. However, the process through which Just[1]in-Time is implemented is characterized by interdependencies among port call actors. Realizing the potential of Just-in-Time requires effective management of these interdependencies through appropriate coordination mechanisms. Research that identifies these coordination mechanisms and elaborate upon their adoption and use is limited, leading to a lack of understanding regarding how the potential of Just-in-Time can be realized in practice. Hence, this thesis focuses on identifying and elaborating upon the coordination mechanisms that required to implement and realize the benefits of Just-in-Time. 

To understand how the benefits of Just-in-Time can be realized in practice, this thesis deploys qualitative and quantitative methods. Case and process studies with pioneering Swedish ports in the implementation of Just-in-Time were conducted. Empirical data were gathered from the ports of Gothenburg, Gävle, and Oxelösund during 2020-2025 through interviews, observations, and archival data. Additionally, quantitative modeling was used to estimate potential fuel and emissions savings associated with implementing JIT in the Swedish context.

Sveriges beroende av sjöfart framträder tydligt genom att cirka 60 procent av landets import och export sker sjövägen. Mot bakgrund av detta beroende är det av betydelse för landets handelsbalans att säkerställa effektiva och tillförlitliga sjöfarts- och hamntjänster. Samtidigt står såväl sjöfartssektorn som hamnaktörer inför betydande operativa begränsningar samt en skärpt miljölagstiftning. Statistiken visar att omkring 15 procent av de fartyg som anlöper svenska hamnar drabbas av en medianförsening på 13 timmar, vilket genererar operativa ineffektiviteteter. Därtill bedöms skärpta miljökrav öka kostnaderna för sjöfarten med mellan 10 och 40 procent. Ett åtgärdsalternativ för att möta dessa utmaningar är implementeringen av Just-in-Time anlöp, vilket kan bidra till ökad operativ effektivitet samtidigt som utsläppen reduceras. De potentiella fördelarna realiseras genom en samordning av fartygens seglingshastigheter med tillgången till relevanta hamntjänster vid destinationshamnen. Tidigare forskning har i huvudsak fokuserat på att kvantifiera Just-in-Time’s potential i termer av minskad bränsleförbrukning och lägre utsläpp. Däremot har den process genom vilken Just-in-Time implementeras visat sig vara starkt präglad av ömsesidiga beroenden mellan hamnanlöpets aktörer. För att dessa potentialer ska kunna realiseras i praktiken krävs en effektiv hantering av beroendena genom väl utformade samordningsmekanismer. Forskningen kring dessa mekanismer, deras adoption samt praktiska användning är dock fortfarande begränsad, vilket innebär en bristande förståelse för hur konceptets fördelar kan uppnås i praktiken. Denna avhandling syftar därför till att identifiera och analysera de samordningsmekanismer som är nödvändiga för att implementera Just-in-Time och realisera dess fördelar. 

För att uppnå denna förståelse kombineras kvalitativa och kvantitativa metoder. Fallstudier och processanalyser har genomförts i svenska hamnar som varit pionjärer i införandet av Just-in-Time. Empiriskt material har insamlats vid hamnarna i Göteborg, Gävle och Oxelösund under perioden 2020-2025 genom intervjuer, observationer samt analys av arkivdata. Utöver detta har kvantitativ modellering använts för att uppskatta potentiella besparingar avseende bränsle och utsläpp i ett svenskt sammanhang.

There is an urgent need to reduce emissions from maritime transportation to meet environmental targets set by international organizations and governments. To reduce emissions from maritime transportation, technical, market-based, and operational measures can be used. In this thesis, the focus is on operational measures, and in particular Just-in-Time arrival in the port call process. Just-in-Time arrival in the context of port calls refers to maintaining an optimal vessel sailing speed to arrive to the port when the availability of berth and other services are ensured. In earlier studies, the estimated fuel and emission savings potential of Just-in-Time arrival, is promising. Despite the promising potential of Just-in-Time, its implementation remains limited, with few real-world examples. The purpose of this thesis is to explore how to implement Just-in-Time arrival by studying coordination in the port call process.  

Two research questions were formulated to address the purpose. The first aims to capture the potential benefits of implementing Just-in-Time arrival in port calls. The second aims to address what is required to implement Just-in-Time arrival. This thesis is based on two studies in the Swedish context. First, a quantitative study, in which Automatic Identification System data in combination with port call statistics and vessel-specific data were used to estimate the fuel and emission savings potential of Just-in-Time arrival. Second, a qualitative single case-study exploring the coordination mechanisms necessary for implementing Just-in-Time arrival in port calls was conducted.   

The studies show that fuel and emission savings potential of Just-in-Time in previous studies is overestimated due to the assumptions used. Though, the implementation of Just-in-Time has potential to improve port call actors’ resource planning and utilization and increase the competitiveness of ports. This is because Just-in-Time arrival has the potential to aid actors in reaching mandatory emission reduction targets. To implement Just-in-Time arrival, it is necessary to coordinate the plans of actors. The required mechanisms to coordinate planning are pre-booking berth allocation policy and port community systems. The pre-booking policy implies booking time-slots for berths, facilitated by using the port community system. The port community system and the pre-booking policy enable effective coordination of the planning processes of individual actors, enabling Just-in-Time arrival in port calls.

Abstract [sv]

Sjöfart är ett decentraliserat transportsystem med många aktörer inblandade. Aktörers samarbete och likriktning av mål kan gynna effektiviteten på systemnivå, vilket kan påverka sjöfartens konkurrenskraft till det positiva. Det finns en uttalad politisk vilja både från EU och på en nationell nivå att flytta mer gods från väg till sjöfart. Men skevheter, här i rapporten definierat som någon form av skav mellan olika aktörer, det vill säga aktörerna har olika mål eller drivkrafter, får negativ inverkan på systemnivå och kan därmed hämna effektiviteten.

Syftet med denna studie är att ge förslag på åtgärder som motverkar skevheter i sjöfarten för att stärka sjöfartens konkurrenskraft och därmed öka möjligheterna för överflyttning av gods till sjöfart. I rapporten kartläggs skevheter mellan olika aktörer med hjälp av litteratur och tre fallstudier, vidare analyseras hur dessa skevheter påverkar överflyttningen av gods till sjöfart. Fallstudierna inkluderar tre svenska hamnar; Göteborg, Trelleborg och Karlshamn, och omgivande aktörer, där skevheteridentifieras mellan varuägare, hamn, kommun, terminaloperatörer, landtransportörer, rederi och myndighet. Studien visar att de centrala konflikterna berör stordriftsfördelar, markanvändning, infrastruktur, miljökrav och digitaliseringsbehov. Föreslagna styrmedel och åtgärder för att minska dessa skevheter och främja överflyttningen av godstransporter till sjöfart är: förbättrat samarbetemellan aktörerna, horisontell och vertikal markanvändning, användning av digitala verktyg så somdigitala system för att förbättra kommunikation med hamn och digitala tvillingar för effektivisering av godsflöden, alternativa finansieringsmodeller som stärker investeringar, rättvisa och adekvata förutsättningar i form av avgifter så att alla trafikslag konkurrerar på lika villkor samt samordning av tillståndsprocesser för att minska fördröjningar och osäkerhet för investerare. I studien har en konceptuell modell utvecklats som beskriver sambandet mellan aktörer, skevheter och åtgärder.   

Abstract [en]

Maritime transport is a decentralized system with many involved actors. Goal conflicts between different actors can hinder system-level efficiency, affecting the utilization of maritime transport as an alternative. There is a clear political will from both the EU and at a national level to shift more freight to maritime transport. The purpose of this study is to provide recommendations that counteract misalignments in maritime freight transport to strengthen its competitiveness and thereby increase the potential for a modal shift to shipping. This report maps out misalignments from literature and three case studies analyzing how these affect the shift of freight to maritime transport. The case studies include three Swedish ports: Gothenburg, Trelleborg, and Karlshamn, and their surrounding actors, where misalignments are identified between shippers, ports, municipalities, terminal operators, land transporters, shipping companies, and authorities. The central misalignments relate to vessel size, land use, infrastructure planning, environmental requirements, and digitalization. Proposed policy instruments and measures to resolve these misalignments and promote the shift of freight transport to maritime transport are: improved collaboration between actors, the introduction of dry ports, vertical land use, the use of digital tools such as digital systems to improve communication with ports and digital twins for optimizing freight flows, alternative financing models to strengthen investments, fair conditions in the form of fees so that all modes of transport compete on equal terms, and coordination of permit processes to reduce delays and uncertainty for investors.

Det är nödvändigt att minska utsläppen från sjöfartssektorn för att uppnå de klimatpolitiskamålen som har fastställts av internationella och nationella organisationer. För att minska utsläpp från sjöfarten och uppnå de klimatpolitiskamålen kan tekniska, policy, och operativa åtgärder användas. Fokus i denna avhandling är på operativa åtgärder, mer specifikt Just-in-Time ankomst vid hamnanlöp. Just-in-Time ankomst innebär att hålla en seglingshastighet som möjliggör ankomst till hamn vid den tidpunkt kajplatser och andra tjänster (exempelvis lotsning) är tillgängliga utan fördröjning. Tidigare studier visar att det finns en potential att spara bränsle och minska utsläpp genom att införa Just-in-Time ankomst. Trots potentialen är införandet av Just-in-Time ankomst begränsat i praktiken. Syftet med avhandlingen är att utforska hur Just-in-Time ankomst kan implementeras genom att studera koordineringen av aktörers aktiviteter under anlöpsprocessen.   

Syftet uppnås genom att besvara två forskningsfrågor. Den första forskningsfrågan berör potentialen av införandet av Just-in-Time ankomst vid hamnanlöp. I den andra frågan undersöks hur olika koordineringsmekanismer kan användas för att koordinera hamnaktörerna för att realisera potentialen av Just-in-Time ankomst. Två studier har genomförts. Först gjordes en kvantitativ modellering för att uppskatta bränsle- och utsläppsbesparingar för Just-in-Time anlöp i Sverige, baserad på Automatic Identification System data, hamnanlöpstatistik samt fartygsdata. Därefter har en kvalitativ fallstudie genomförts som har utforskat hur olika koordineringsmekanismer kan användas för att koordinera enskilda aktörers planeringsprocesser under anlöpsprocessen samt undersöka potentialen av införandet av Just-in-Time ankomst.   

Resultat visar att bränsle- och utsläppsbesparingspotentialen med Just-in-Time ankomst i tidigare studier ofta har överskattats på grund av antaganden som använts. Vidare framkom att implementering av Just-in-Time ankomst ha ett positivt inflyttande på aktörernas resursplanering- och utnyttjade och att hamnar kan öka sin konkurrenskraft tack vare sambandet mellan Just-in-Time ankomst och obligatoriska åtgärder för att minska utsläpp. För att kunna implementera Just-in-Time ankomst krävs förbättrad koordinering mellan aktörerna genom införandet av en förbokningspolicy av kajplatser. För att kunna förboka krävs förbättrad planerings och informationsdelning, det senare kan nås genom införandet av digitala informationsplattformar (port community system).

Abstract [en]

The promise of Port Call Optimization (PCO) measures such as Virtual Arrival (VA) for increased fuel efficiency in shipping is emphasized in the literature and professional ranks alike. Despite their envisioned benefits and feasibility, the implementation of such measures has largely remained lacking. Recent studies indicate that the potential of VA on fuel efficiency might be overestimated. In this paper we propose a new approach to estimate the fuel efficiency potential of VA based on traffic data from the Swedish tramp shipping sector. Our results indicate that the feasible fuel efficiency potential of VA is significantly smaller than what has previously been reported with no discernible benefit to large cohorts of voyages. We conclude that further empirical analyses are required for increased accuracy of the estimation of the potential of PCO for increased fuel efficiency in shipping and that more measured approaches in implementation and evaluation of PCO are called for.
