    Young novice drivers, driver education and training: literature review2003Report (Other academic)
    Abstract [en]

    A great many people are killed or seriously injured in road traffic with young novice drivers every year, which constitutes a major public health problem. Considering the rapid progress being made in developing different road safety measures, new knowledge must be spread more quickly and be put into application. Therefore, VTI and the University of Turku has carried out this literature review about young novice drivers, driver education and training. The review was carried out from January to April 2003. The aims were to review literature concerning:

    1. Driving behaviour and accident involvement during the first years with a licence, including the underlying psychological and social processes as well as in-vehicle support systems and their implication for young, novice drivers.

    2. Methods and incentives used to influence young drivers' attitudes and behaviour, with special attention to alcohol, seat belt use and speeding.

    3. The impact of high school driver education on young novice drivers' safety.

    4. The impact of different licensing systems on young novice drivers' safety.

    In all, this review contains 322 different references. As a result of the review, conclusions were drawn about the accident situation for young novice drivers, the different psychological, social and pedagogical processes that contribute to their driving behaviour and how their safety can be approved through driver education and other methods. The literature review has clearly shown that there is much knowledge about driver behaviour, road safety and educational methods that has not yet been applied in the Swedish driver education system. It is thus suggested that an experiment is launched where new methods and structures are tested on a large scale basis. If this is never done, it will be impossible to solve the road safety problems of young drivers.

    Abstract [en]

    Lay instructed driver training is an important ingredient in the Swedish driver licensing system, since it contributes to increased safety among novice drivers after they have obtained a licence. This study shows that apart from these benefits in terms of safety effects, there are problems regarding the way in which the lay instructed training is carried out and the accidents that occur during practice. However, a cost-benefit estimation shows that the advantages are much greater than the disadvantages. An important conclusion from the study is that measures need to be introduced in order to reduce the number of accidents during practice and that there is still a large potential for increasing the effects of lay instructed training on the accident situation after obtaining a licence.

    The study was carried out with five aims; to present a knowledge review concerning lay instruction and accidents during practice, to describe how lay instructed training is carried out today concerning quantity and quality, to analyse police reported injury accidents during practice through register studies and in depth analysis of fatal accidents in order to increase knowledge about safety during practice driving, to develop suggestions for changes in lay instructed training and to develop suggestions for new trial activities with improved driver training.

    The study consists of three parts; a knowledge review, a study of how, when and where lay instructed training is carried out, and an analysis of accidents during practice driving.

    In order to improve safety during training and to increase safety effects after licensing, measures are suggested for improving the structure and planning of where, when and how the training is carried out. Mandatory education of lay supervisors and improved co-operation between supervisors and driving schools are also suggested.

    Under 1990-talet har det skett en förskjutning av förarutbildningen i Sverige från ”färdighet-inriktat” innehåll, med fokus på att förbättra körfärdigheter att hantera kritiska situationer, till ”insiktsinriktat” innehåll med fokus på att undvika kritiska situationer genom stora säkerhetsmarginaler. Det har också förts en diskussion kring fördelar och nackdelar med respektive utbildningsstrategi. Studien är experimentellt upplagd med två försöksgrupper och en kontrollgrupp bestående av totalt 48 unga män i 20-årsåldern. Syftet är att jämföra de två förarutbildningsstrategierna i tre avseenden enligt nedanstående delstudier. 1. Jämförelse av körstil i verklig trafik, där datainsamlingen skett med instrumenterad bil. 2. Jämförelse av hur man bedömde andra förares säkerhetsmarginaler utifrån verkliga videosekvenser 3. Jämförelse av eventuell överskattning av egen körförmåga vid kritiska situationer på halt underlag. Slutsatsen av projektet är att det inte gått att påvisa några positiva trafiksäkerhetseffekter av de två studerade utbildningsstrategierna. Resultaten från delstudie 1 och 3 antyder snarare att den färdighetsinriktade utbildningen till och med kan ha negativa trafiksäkerhetseffekter. Utfallet av delstudie 2 uppvisar motsatta tendenser jämfört med delstudie 1 och 3. Projektet bör därför följas upp med en fortsatt intervjustudie av de som deltagit i de olika utbildningsstrategierna för att se om deltagarnas behållning stödjer de uppkomna resultaten.

    The study shows that a driving licence tuition system should be produced which would ensure that all those who obtain a driving licence have practised all items included as test items in the driving test. This can (apart from the awaited changes in the introductory tuition, new curriculum B and enhanced skid training) mean changing the existing driving test. One reason for this is that analyses of tuition patterns and driving test results show that those who have a larger proportion of their tuition covering certain items (for example, hard braking during private tuition and overtaking on 70 km/h roads and 90 km/h roads during driving school lessons) have a greater chance of not passing instead of passing the driving test. Another reason is that several of the items which the greatest proportion of those who have recently passed the test have never practised, either privately or with a driving school, also belong to the items that are included only to a small extent in the driving test. Examples of this are the items efficient braking, overtaking and driving in a roadwork's area. This should indicate that learner drivers and/or lay instructors, and also driving instructors/driving schools, in some way are aware of this fact, for which reason they conduct less tuition covering these items. The study was carried out with three aims; to describe how people aged 18-24 who have recently got their driving licence (category B driving licence) went through their driving instruction; to investigate, whether it can be explained why certain 18-24-year-olds passed the category B driving licence test, or did not pass it, respectively; and to describe what deficiencies of competence there are with 18-24-yearolds who did not pass the category B driving licence test.

    One important part of driver education is to convince the candidates to use

    the safety equipment in the car such as safety belts and airbags in a correct

    manner. If there is an accident, the injuries will be less severe if the

    safety equipment are not only used but also used in a correct way. There are,

    however, findings showing that there are gaps in the current driver education

    when it comes to convincing candidates to use safety equipment. At some of

    the skid tracks in Sweden, an additional educational concept has been

    developed that is focusing on convincing drivers to use the safety equipment

    in the car. The concept is named "Safety halls" where the main aim is to

    provide knowledge about the different safety equipment of the car and how it

    should be used in order to create highest possible safety. Candidates doing

    the mandatory skid training at these skid tracks will also attend this new

    training. The aim of this study was to evaluate the possible effects of

    safety halls on the candidates' knowledge, attitudes and self reported

    behaviour regarding the areas safety belts, tyres, sitting posture, load,

    airbag, and speed. The study was carried out at the eight skid tracks in

    Sweden that had a safety hall at the time of the evaluation. At all skid

    tracks, candidates were randomly distributed into an experiment group (skid

    training and safety hall) and a control group (only skid training). At the

    arrival to the skid track all candidates filled out a questionnaire (before

    measurement). The same candidates also filled out the same questionnaire

    directly after finishing the education programme (after measurement 1). Four

    and a half months later a similar questionnaire was sent by post to the same

    candidates (after measurement 2). A total of 1,326 candidates (658 in the

    experiment group and 668 in the control group) filled out all three

    questionnaires and thus formed the sample for the overall analyses. In the

    questionnaires, questions were asked about background factors such as age,

    gender, highest education in the family etc. There were also knowledge

    questions, attitude questions and questions about self reported behaviour. In

    general, the findings show that the extra education in safety halls increases

    the knowledge, improves the attitudes about traffic safety and strengthen the

    intentions to behave safe. The improvements are largest when measured

    directly after the education, but effects still remain after 4½ months. Some

    of the areas covered shows better results (in the experiment group compared

    to the control group) than others. Above all, the two areas safety belts and

    load showed the best results on knowledge, attitudes and intentions, both in

    a short and long term. The evaluation has also shown that there is a need for

    improvement of the current education in the safety halls if the expected

    effects should be improved.
