    Abstract [en]

    I denna rapport redovisas det arbete som pågått inom ESS-programmets första fas inom temaområde naturolyckor. Detta temaområde innefattar skred, ras, erosion och översvämningar. Målet med det arbete som presenteras i denna rapport har varit att skapa en överblick över hurman idag arbetar med dessa frågor i Sverige med fokus på kommunal nivå. Arbetet utgörs aven sammanställning av tidigare studier, beskrivning av metoder samt intervjuer med svenska och norska kommuner och myndigheter. I de svenska kommunerna har politiker och tjänstemän intervjuats.

    Förebyggande åtgärder för att minska sannolikheten för, eller konsekvensen av, olyckor vidtas ofta. Åtgärderna är baserade på en analys eller akut reaktion på en specifik händelse. Vissa åtgärder är platsspecifika och kan vara både fysiska och icke fysiska. Andra åtgärder är mer generella såsom lagstiftning och utbildningsinsatser, regional, nationell och internationell policy, direktiv och ramverk.

    Abstract [en]

    De-icing of road surfaces is necessary in many countries during winter to improve vehicle traction. Large amounts of salt, most often sodium chloride, are applied every year. Most of this salt is removed through drainage or traffic spray processes but a certain amount may be suspended, after drying of the road surface, into the air and will contribute to the concentration of particulate matter. Though some measurements of salt concentrations are available near roads, the link between road maintenance salting activities and observed concentrations of salt in ambient air is yet to be quantified.

    In this study the NORTRIP road dust emission model, which estimates the emissions of both dust and salt from the road surface, is applied at five sites in four Nordic countries for ten separate winter periods where daily mean ambient air measurements of salt concentrations are available. The model is capable of reproducing many of the salt emission episodes, both in time and intensity, but also fails on other occasions.

    The observed mean concentration of salt in PM10, over all ten datasets, is 4.2 μg/m3 and the modelled mean is 2.8 μg/m3, giving a fractional bias of −0.38. The RMSE of the mean concentrations, over all 10 datasets, is 2.9 μg/m3 with an average R2 of 0.28. The mean concentration of salt is similar to the mean exhaust contribution during the winter periods of 2.6 μg/m3. The contribution of salt to the kerbside winter mean PM10 concentration is estimated to increase by 4.1 ± 3.4 μg/m3 for every kg/m2 of salt applied on the road surface during the winter season. Additional sensitivity studies showed that the accurate logging of salt applications is a prerequisite for predicting salt emissions, as well as good quality data on precipitation. It also highlights the need for more simultaneous measurements of salt loading together with ambient air concentrations to help improve model parameterisations of salt and moisture removal processes.

    In Sweden the rock qualities are based on mechanical analyses such as the Studded Tyre Test, Microdeval and Los Angeles Tests. One of the issues in this project is whether these tests are sufficient to determine the rock quality. The Heavy Vehicle Simulator (HVS) is a vehicle simulator at full scale in which the degradation of a road can be accelerated; the road can be exposed to large well defined traffic loads during a short time. In this project, the degradation and rutting of unbound base course have been studied. The results show that: (i) No clear relationship between rocks with high LA values or high MDE values with rutting development. (ii) The mineralogy of the rock material affects the rutting development. (iii) There is some correlation between the degree of the crushing and LA value. (iv) Some crushing provides increased stability and less rut depth development of trafficked base layers.

    The confirmed results are in contrast to the current practice in road construction in Sweden, which suggest that materials with low LA values give lower rutting than materials with high LA values. The tests are performed under dry conditions which gives that the tests are not considering the impact of moisture on rutting and deterioration mechanism.

    Abstract [en]

    Light emitting diodes (LEDs) and SSL (solid state lighting) are relatively  new light sources, but are already widely applied for outdoor lighting. Despite this, there is little available information allowing planners and designers to evaluate and weigh different sustainability aspects of LED/SSL lighting when making decisions. Based on a literature review, this paper proposes a framework of sustainability indicators and/or measures that can be used for a general evaluation or to highlight certain objectives or aspects of special interest when choosing LED/SSL lighting. LED/SSL lighting is reviewed from a conventional sustainable development perspective, i.e., covering the three dimensions, including ecological, economic and social sustainability. The new framework of sustainable indicators allow prioritization when choosing LED/SSL products and can thereby help ensure that short-term decisions on LED/SSL lighting systems are in line with long-term sustainability goals established in society. The new framework can also be a beneficial tool for planners, decision-makers, developers and lighting designers, or for consumers wishing to use LED/SSL lighting in  a sustainable manner. Moreover, since some aspects of LED/SSL lighting have not yet been thoroughly studied or developed, some possible future indicators are suggested.

    Abstract [en]

    This report provides an overview of the environmental impact of shipping. The environmental issues covered in this report are airborne emissions from the combustion of bunker fuel, oil spills, introduction of alien species through ballast water, discharges of toxic chemicals into the marine environment from anti-fouling systems and waste, shoreline erosion and dismantling of ships. This is followed by a presentation of various policy measures that exist today and seek to limit the environmental impact of shipping, at local, national, EU and international (International Maritime Organization, IMO) level. Furthermore, instruments that are under discussion within the EU and IMO, e.g. a maritime emission trading scheme, are presented. Finally, further research questions with socio-economic relevance are suggested based on the material presented in this report. The questions under consideration are as follows: Guidelines for the calculation and valuation of maritime externalities, analysis of policy instrument impact on the emission dispersion, the design and consequences of an emission trading scheme for carbon dioxide as well as carbon dioxide differentiated fairway dues.

    Exhaust emissions and environmental classifications of cars: what indicators are relevant according to external cost calculations?2015Report (Other academic)

    This study is based on the questions raised by Folksam on how well the criteria currently used reflect the total environmental impact of exhaust emissions. One of the questions is whether diesel cars, being more fuel efficient, are preferable to gasoline cars given the differences in for example particle and NO2 emissions. In this paper we give an overview of the method used to calculate the external costs related to the exhaust emissions of cars, the Impact Pathway Approach (IPA). This type of assessment has previously been used to compare the environmental performance of gasoline versus diesel cars in a report by the former Swedish national road administration and in a recent paper on the taxation of cars in Belgium. We also provide an overview of recent research on the inputs used in these calculations. Based on information on emission tests of VW cars and information from the Swedish Transport Administration, we illustrate how different aspects influence the outcome of these calculations regarding exhaust emissions from cars. Regarding the specific question raised in this study about indicators for sustainable cars, we find that the indicators currently used, CO2 emissions, do not reflect the full environmental impact. Different types of vehicle technologies result in different combinations of emissions. With the large variety of car models, and with important differences between type approval and ”real driving” emissions, we conclude that apart from CO2 emissions, vehicle technology should be accounted for in the classification of cars. Concerning the difference between gasoline and diesel vehicles, important aspects to consider are: • differences in emissions of particulates where particle size or number and composition may be important to consider in addition to, or maybe even rather than, mass, • the difference in the ratio between NOx and NO2, as it affects local NO2 and ozone concentrations.

    Abstract [en]

    With the development of mechanized civilization, transportation of goods and people has become fast and convenient, at the expense of transportation noise which has become a serious problem. This paper aims at comparing the acoustical environment of a modern multi-million city (Tokyo) with the situation one to three centuries ago in the corresponding old city (Edo); also at that time one of the largest cities in the world. Attempts are made to explore traffic noise of Edo through historical records and to compare Edo and Tokyo in this respect. Naturally, as the noise in Edo was not quantified, this study is only qualitative. Edo was a highly developed city in the 17th-19th centuries with a unique system of distribution and ecology and was considered to be an unusually clean city of those times. It is concluded that traffic in Edo was intensive; yet relatively quiet as it was dominated by other modes of transportation than today and with non-motorized vehicles. Yet, sound from people who operated the road vehicles or who carried other people and goods must have been quite loud. At nighttime Edo was closed to traffic and was a quiet city, only interrupted by sound from night watches and fire guardians. Tokyo, on the other hand, is noisy both day and night.

    Abstract [en]

    The purpose of the present project is to examine whether or not economic analysis and quantified assessments have been part of the information used when designing and implementing these environmental quality standards for nitrodioxid and particles in air. Such assessments arc regularly used in the transport sector in Sweden but several studies in Sweden and abroad have found that this is not the case for environmental policies. Most of these studies argue that this type of information is important for an efficient design of policy instruments and abatement measures. Efficient policy design was also considered an important part in the new environmental policy and the Swedish EPA was commissioned to develop methods of integrating costs of environmental impacts into economic and social decision- making models but also to investigate the possibility to use economic policy instruments. A finding in this study is that the Environmental quality standards have resulted in a number of activities at different levels of society. At the municipality level measurements of air quality are undertaken and information on these levels is provided to the public, while the Swedish EPA develops regulations and also makes assessments and decides on research programmes. The impact of the standards on air quality and societal costs however has so far been limited since few of the abatement measures presented in the action programmes have been implemented and these are to some extent introduced for other reasons than air quality. There is however a risk that the Environmental quality standards have resulted in abatement measures which have had a minor impact on human health. The conclusion is that socioeconomic analysis and quantified assessments are and have been lacking in the decision making regarding environmental policies for improved air quality in Sweden. Therefore policy makers are not notified about possible conflicts between improvements in air quality and other objectives in society and neither are they notified about possible synergies between different abatement measures. Quantified economic analysis is used in the transport sector partly for the reason of assessing trade-offs and possible conflicts between different policy objectives. This is also likely to be an important aspect to consider in the design of environmental policies and it is therefore troublesome that this kind of a systematic approach to evaluation is not used on a regular basis.

    To provide additional knowledge on the long term effects of railway and road traffic noise socio-acoustic surveys were performed in two residential areas exposed to road traffic noise (highway and major roads) and two areas exposed to railway noise (124 trains per day). Results were obtained for 974 individuals exposed to comparative sound levels ranging from LAeq,24h 45 to 65 dB. Road traffic caused significantly more noise annoyance than railway traffic, however, the difference decreased somewhat at higher sound levels above LAeq,24h 60 dB. For Lden the difference in annoyance between the two noise sources was larger and the difference increased at higher sound levels. At all sound levels, road traffic noise caused more disturbances of rest/relaxation (LAeq,24h) and sleep quality (Lnight) but less disturbance of conversation than railway noise. It was concluded that noise from railway traffic overall causes less adverse health effects than road traffic noise, in cases with a relatively moderate number of trains per day.
