Opening of borders as a challenge to traffic safety work

Abstract [en]

One of the most significant changes that took place in Europe in the late 1990s was the collapse of the Soviet Union. The liberalization of political and economic conditions dramatically increased traffic volumes between Russia and Finland. Mixing two different traffic cultures did not happen without problems. This paper reviews the development of traffic between Helsinki and the eastern border, focusing on the southeastern frontier transit points. Problems caused by heavy vehicles are accentuated in this traffic. Other topics discussed include road users' views on Russian drivers in Finland, the traffic accident risk of Russian drivers on Finnish roads, and measures that are needed to improve traffic safety.
