Reaching for driver competencies rather than driver skills

Abstract [en]

A crucial part in setting up a system for driver education, driver training  and driver examination is to decide or to recognise the aim of the driver  education. The author of the paper discusses how different goals interact and  provides pros and cons. The main part of the paper presents the Swedish model  - the research behind it and the reasons for some of the features. A couple a  years ago a research project was started in order to find a simple model,  easy to understand and communicate, for defining educational objectives and  to remodel the driving test in accordance with the model. The model stresses  general competence instead of concrete skills. The new driving test  recognises five categories of competencies. Risk awareness and risk handling  is to be the all-embracing aspect for the assessment of all competencies.  Enclosed with the paper is also a summary of a proposal for Graduated Driver  Education submitted to the Swedish Government in December 1999.
