Abstract [sv]

In today's vehicles, active safety systems are introduced addressing a large variety of safety issues such as providing optimal stability control, braking effect, preventing spin and rollover, as well as collision avoidance, to mention just a few. In this study a literature review was performed in order to establish how the traffic safety performances of active safety systems with focus on Antilock Braking System (ABS) and Electronic Stability Control (ESC) are assessed. The areas covered were statistical evaluation, testing and driver behaviour. The literature review showed that in particular statistical methods, based on odds ratios, had been used in order to evaluate the traffic safety effect. In order to evaluate the effect of ESC in physical testing there are several test methods described in this report. Estimations of driver behaviour effects have been carried out by surveys among vehicle owners. Experiments performed in field or in simulator have also been found in the literature. From EU projects a variety of measures and test methods are available for assessment of driver behavioural effects.

Abstract [en]

A noise barrier is located in the immediate vicinity of the road and it is important that the barrier does not cause injuries or severe damage in case of a collision.  Any road equipment located in the immediate surroundings of the road usually must be either safe to road users or protected by a safety barrier. There are international safety standards for noise barriers but they are somewhat imprecise regarding crash safety. In Sweden, safety barriers, lighting columns etc. are crash tested in accordance with international standards but noise barriers are normally not crash tested. Even though the noise barrier has many visual similarities with a safety barrier the noise barrier is not necessarily constructed to break or redirect an errant vehicle. We are, in this case, only discussing the issue if the noise barrier is dangerous in case of an impact. The purpose of this study is to evaluate the safety of a wooden non-rigid crash tests noise barrier. The results show that there was no intrusion into the occupant compartment in any of the tests. On the other hand major wooden pieces flew over a large area as a result of the impact. The top beam is also very rigid and proposes a safety hazard to occupants of high vehicles such as buses and lorries. Occupants in high vehicles, unprotected road users and people living near the road are being exposed to a greater risk with the noise barrier compared to an ordinary safety barrier. This has to be taken into account when decisions regarding noise protection are taken. A noise barrier also creates a safety hazard that can not be evaluated by traditional crash testing. The area on the side of the road is normally less attractive both due to the noise and the immediate presence of the vehicles and as a result there are very few people there.

VTI har sedan länge en mätbil som specialutrustats för att mäta ett antal motorberoende variabler under körning. Förutom temperatur i ett flertal mätpunkter i motor och avgassystem mäts bränsleförbrukning, motorvarvtal, lambda-värde (= förhållandet mellan bränsle och syretillförsel) och emissioner med god precision. Temperatur, varvtal, lambda-värde och bränsleförbrukning är storheter som i praktiken mäts momentant, det vill säga, den eventuella fördröjningen mellan mätning och resultat är så kort att den, i sammanhanget, saknar betydelse. Gasmätinstrumenten, å andra sidan, har en helt annan karaktäristik. De har både en tydlig fördröjning samt stigtider som varierar mellan de olika instrumenten. Vid mätning under konstanta förhållanden har detta mindre betydelse då loggning av resultat inte påbörjas förrän konstanta förhållanden uppnåtts. Vid körning i stadstrafik är å andra sidan förhållandena sällan, eller aldrig, konstanta. I de fallen är det väsentligt att ta hänsyn till mätuppställningens begränsningar. Under senare år har intresset för att mäta i omgivningsluften i gaturummet ökat markant. Därför har vi utvärderat emissionsinstrumentens prestanda att mäta i omgivningsluft. I de fall bilen står stilla kan vi anta att vi har någorlunda konstanta förhållanden (enstaka förbipasserande högemitterande fordon kan dock ge upphov till kortvarigt kraftigt försämrad luftkvalitet). Om bilen å andra sidan körs under mätningen kommer förhållandena att variera desto mer till följd av att luftkvaliteten varierar i olika delar av gaturummet som en följd av trafikintensitet, andra föroreningskällor, topografi, väderförhållanden och gaturummets ventilation. Syftet med detta notat är att utvärdera mätuppställningen så som den sitter monterad i VTI:s avgasmätbil med avseende på tidsfördröjningar och stigtider för olika gaskomponenter. Utvärderingen har gjorts för mätning både på avgaser och på omgivningsluft. Endast mätning av gaser berörs i detta notat.

Abstract [en]

In order to study child safety in cars, international literature was reviewed with respect to road vehicle transportation for children, with the focus being on the age up to 12 years. The review included literature in English and Swedish. Furthermore, the review was limited to focus on results from Australia, the U.K., the USA and Sweden. To ensure that all children are protected as passengers in cars, several aspects needed to be considered.

Within this study, the focus was, hence, on legal aspects and recommendations, traffic fatalities and serious injuries, the safety consequences for children due to the car development (airbags (SRS) and installation systems), use and misuse of child restraint systems (CRS) regarding medical, technical and user aspects, measurements for improvements, e.g. campaigns and, finally, children with disabilities. The review focused mainly on literature from 1990 until today. The main conclusions were that:

  • Available statistics show that rearward facing CRS is a good preventive measure to take for enhancement of traffic safety.
  • Impacts from the in-safety development of cars on choosing and mounting safety devices for children were found to be a crucial issue.
  • Children exposed to an airbag deployment can be fatally injured, despite being seated in an approved child restraint system.
  • In Sweden and the U.K. the level of child restraint usage among infants and small children was found to be at least 95% in the front seat and approximately at the same level in the rear seat. Even though the levels of usage in several countries were high, the level of misuse was alarmingly high (90%).
  • The road transportation of children with disabilities was found to be complex and insufficiently described in the literature.

Varje år dör eller skadas runt 80 personer svårt vid kollisioner med älgar. Älgens storlek i kombination med de långa benen gör att en vuxen älg träffar en normalstor personbil på ett mycket olyckligt sätt, mitt för vindrutan. Merparten av olyckorna händer på allmän väg där hastighetsbegränsningen är 90 km/h. Intresset för åtgärder som inte enbart berör vägen och dess sidområden är därför stort.

I föreliggande studie har därför älgattrappen Mooses II utprovats ingående. Dessutom tar rapporten upp olika aspekter på provningsförfarande vid en tänkbar konsumentprovning av typen EuroNCAP inriktad enbart mot älgkollisioner.

Av rapporten framgår att attrappen Mooses II är synnerligen robust och står emot krafterna under provningen väl. För att kunna säkerställa att attrappen orsakar skador på fordonet motsvarande en älg föreslås ytterligare provningar.

Vad beträffar konsumentprovningen föreslås en rak central träff i 90 km/h. Vidare föreslås att försök görs att använda en krockdocka Hybrid III i bilen och utvärdera mätningarna i enlighet med EuroNCAP. Därutöver föreslås att en metod för analys av glassplitter och skärskador utvecklas.

Abstract [en]

Every year about 80 persons in Sweden die or are seriously injured in accidents involving moose (Alces alces). The weight of the moose in combination with the tall legs cause the adult moose to hit a normal-sized passenger vehicle at the same hight as the windscreen, which is a very weak part of the car. Most of the accidents occur on public roads with a speed limit of 90 km/h.

In this study the moose dummy Mooses II is thoroughly tested. The report also discusses the different aspects of testing procedure that need to be considered in a conceivable consumer testing, similar to EuroNCAP, but covering moose safety only.

The report concludes that the dummy Mooses II is very sturdy and withstands the forces during the tests very well. To make sure that the damage caused to the vehicles is equivalent to that caused by a real moose, further tests are suggested.

As far as consumerguidance is concerned, we suggest testing with a straight central hit of themoose dummy at 90 km/h. Furthermore it is suggested to use crash dummies(Hybrid III) inside the car for evaluation of the tests according to theEuroNCAP criteria. In addition, it is suggested that a method for measuringand evaluating shattered glass is developed.

Syftet med undersökningarna har varit att kartlägga den svenska skolskjutsverksamheten ur ett trafiksäkerhetsperspektiv. Avsikten har varit att därigenom få ett så bra underlag som möjligt för kommande åtgärder, i syfte att öka säkerheten utan att öka samhällets totala kostnader. För att belysa trafiksäkerhet vid skolskjutsning ur olika vinklar har flera delstudier utförts: litteraturstudier, fältobservationer, gruppdiskussioner och enkäter.

När skolskjuts upphandlas lägger varje kommun grunden för i vilken utsträckning verksamheten kommer att bedrivas trafiksäkert. Det är därför intressant att studera hur kommunerna agerar, t.ex. vad avser vilka krav som ställs och i vilken utsträckning efterlevnaden kontrolleras. Förarna är i högsta grad delaktiga i verksamheten, varför deras synpunkter har inhämtats. Barnen (som är föremål för transporterna) och deras föräldrar, har givetvis också stor insyn i verksamheten och har bidragit med värdefull information. I de olika delstudierna har förarnas centrala betydelse blivit tydlig och därför ses det som angeläget att deras position lyfts fram. Exempel på en fråga som kommit upp är obligatorisk utbildning av förarna.

Det framkommer att kommunerna endast ställer ett fåtal trafiksäkerhetshöjande krav vid upphandlingarna. Dessutom är det svårt för kommunerna att följa upp att kraven efterlevs. Få kommuner har något fungerande system för rapportering av olyckor och tillbud och ännu färre följer upp de rapporter som ändå kommer in.

Abstract [en]

The Swedish school transport system has been investigated from a traffic safety point of view. In order to achieve a better ground for decisions and for measures to be taken, several studies have been carried out, such as literature studies, observations, group discussions and questionnaire based studies. The aim is to find ways to improve traffic safety without increasing the total costs for the society.

Each local authority has the possibility to set up demands when purchasing school transport. The studies have shown that the traffic safety demands in the contracts are few and the control of the compliance of these demands is insufficient, if at all existing. For example one out of ten authorities does not control the contractors at all and only three out of ten demand that the vehicles are equipped with safety belts. However, the authorities receive few reports about incongruities, incidents and accidents. The explanation is probably not that problems do not exist, but that the report system is insufficient.

The drivers are in several ways the key persons to achieve increased safety. They are experts on the real-life conditions. If the drivers are given opportunities to take part in the planning of the school transport, attend special courses and take part in the training of the children, much will be gained. At present the children have different rules to follow, depending on who the current driver is. This can be a confusing situation for the child. Moreover, the drivers do not always use their safety belts, although this is mandatory. They also have to make sure that all the children are using existing safety belts. How this should be done is not obvious.
